Does the Max Drawdown lock at the starting balance after a payout?

No.

Requesting or receiving a payout does not lock the Max Drawdown at the starting balance.

The Max Drawdown continues to trail the equity high-water mark after a payout in the same way as during normal trading.

When a withdrawal is processed, the equity high-water mark is reduced by the same amount as the withdrawal, which lowers the Max Drawdown breach level by that same amount.

For example, on a $100,000 account with an equity high-water mark of $110,000, the breach level is $107,000.

A $5,000 withdrawal reduces the high-water mark by $5,000 to $105,000, and the breach level by $5,000 to $102,000.

The account must continue to comply with all applicable drawdown and risk rules after the withdrawal is processed.
